China proposed export controls on 23 AI technologies, including large models, AI agents, and computing clusters. Dean Ball says it doesn't mean China is shutting down open-weight models now, but signals the option to restrict future ones at will, mirroring US export controls on model weights. The proposal is still open for comment.

This move does not mean “China is shutting down open-weight models,” but it does indicate the Chinese government establishing the optionality to shut down future open-weight models at will. It’s also a mirror image of the model-weight export control regime USG has already used.
HOLY. China is moving to put 23 AI technologies under export controls, including large models, AI agents and computing clusters, as part of a sweeping proposal to ban exports of 14 technologies and restrict another 26. The rules would ban technology for AI systems that autonomously generate or mutate malware, while AI-assisted vulnerability discovery and overseas deployment of restricted Chinese models would require approval. APIs, apps, SaaS and already-public open-source technologies are exempt. Exporters must begin registering covered overseas technology transfers today, before the final controls are adopted. Public consultation closes November 15. open on X
